The extreme importance of new design knowledge to the new product design and then the capability of acquiting new design knowledge in the design stage of a new product as well is emphasized. It is diffcult both in time and in investment for most manufacture enterprises to build their own R &D centers in China, Making use of the existed distributive resources outside the enterprises is possible but the step of starting should be examined carefully. The way of construction and operation of the resources both in technique and management aspects are discussed in detail. There are three issues in front of us to be solved in series and concurrently, which are:concept of collaboration, operative management and technical environment.
