关于新农村建设的若干思考--以上海郊区为例

A Few Reflections about the Construction of the New Rural Community:A Case of the Urban Area of Shanghai

推进农村改革发展,是我国改革开放的关键之战。农业要发展,农村要兴旺,农民要富裕,土地是核心。在确定土地所有权问题时,我国农村遇到了诸如《土地房产所有证》的合法性、农民宅基地的妥善处理、大量旧宅基转换用途等问题。在新农村建设中,政府的良好愿景与农民实际生活需求之间产生了种种矛盾,等等。本文在实地调查的基础上,对我国新农村建设过程中的一些问题有针对性地进行详细剖析,提出解决问题的方法,认为既要高瞻远瞩又要脚踏实地,是成功地推进农村改革发展的一个必要条件。

To promote the reform development in the rural areas is the key campaign of our country’s reform and opening up.To get agriculture developed,the rural areas prosperous and farmers wealthy,the core is the land.When considering the ownership of the land,a lot of problems prop up,such as the legality of the Estate Certificate,treatment of farmer’s household land,the tranformation of old household land and others.In the construction process,there will be all kinds of contradictions between the government’s good wishes and farmer’s demands.Based on field investigation,this paper has analyzed some specific problems and posed some solutions.
