科学考察我国当前农地征收中的制度困境,深刻剖析造成农地征收制度困境的主要成因,有效探寻改革农地征收制度的路径选择,是有效实现城乡统筹发展,促进国民经济又好又快发展的客观需要,也是开创中国特色社会主义事业新局面的必然要求。为此,必须严格界定"公共利益"范围、完善农地征收补偿制度、健全和完善农地征收程序,这是改革农地征收制度的关键。

To scientifically examine the system dilemma in the expropriation of farming land,analyze the main causes to the dilemma,and investigate the path choice are the objective demands to realize the concerted development of urban and rural areas and promote the sound and fast development of the national economy as well as the inevitable demands of the new situation of socialism with Chinese characteristics.Consequently,the limit of 'public interests' must be strictly defined,the compensation system of farming land expropriation perfected and procedures established,which are the key to the reform of the expropriation of the farming land.
