摘要
论述了多方共建国家实验室的必要性和可行性,提出了多方共建国家实验室建设运行理念。以使国家实验室真正成为具有独立的人事、财务、资产等权利的研究实体为目标,提出了多方共建国家实验室的管理框架和运行机制的具体设想。
The essay discusses the necessity and feasibility of jointly constructing state laboratories,and then puts forward the idea of jointly constructing with the purpose of enabling the rights of independent personnel,finance,and asset existing in state laboratories.
