摘要
对电力市场建设的几个本质问题重新进行了思考和探讨,即电力产品的商品属性问题、电力市场化改革与电力市场建设的关系问题、电力市场建设的目的和功能问题,以及中国电力市场建设的路径选择问题。文中认为,电力产品具有商品属性和公共产品属性,需要科学安排这2种属性;电力市场化改革是实现电力商品属性的必然途径,电力组织市场的建立是电力市场化改革的重要目标,发电竞争和用户选择应同步推进,中国电力市场建设的破题之举应是独立输配电价的出台和用户的逐级开放。
This paper addresses some essential issues of electricity market building, i.e. , the commercial property of electricity, the relationship between electricity market reform and electricity market building, the objective and function of electricity market, and the roadmap of electricity market building in China. It points out that the electricity has the commercial and public goods properties, and any arrangement should be made based on these two properties. To realize the commercial property of electricity, electricity market reform is the exclusive choice. In this market, the competition between the different generating units is propelled by the choice of customers. Therefore, the ice-broken action of the Chinese electricity market reform is to establish the policies to form the price of the electricity transmission and distribution, as well as the gradual openness of end users
