So the synthetical algorithm by stages is worked out, and it has synthetically used expert exclusive method, eigenvalue method, number substitution method and minimum average square bad method with five stages to select indekes, after which synthetical giving power method has been used to calculate portion of the index, which makes a basis for the innovative large enterprises to construct a scientific evaluation system.
