This paper firstly presents the concept of 3rd generation ambulant communication, and then discusses the advantages and the changes of 3rd generation ambulant VOD system in libraries. Lastly, on basis of summarizing the related technology in this field, it brings forward some function features and constructing strategies of the 3rd generation ambulant VOD system.
