摘要
1998—2008年中央政府机构改革是对计划经济时代行政体制的重要突破,具有深刻性与革命性,但也有其过渡性与局限性。这主要表现在:国务院组成部门及经济管理类部门偏多,需要进一步调整;社会管理、监督及公共政策评估、决策咨询等部门需要一系列的整合和组建;行政系统内部决策与执行分立机制需要逐步建立,等等。
The 1998 -2008 reform of the Central Government is an important breakthrough, which has deeply revolutionary characteristics, but transitional and limited features can been seen. There are so many departments from State Council and departments in charge of economic management that they should be further adjusted. Such departments as social management, supervision, evaluation of public policy, decision consultation and others should be integrated and set up. The decision and execution should be separated.
