单位社区的嬗变与公民社会发育

当前,中国已进入改革发展的关键时期,经济体制深刻变革,社会结构深刻变动,利益格局深刻调整,思想观念深刻变化。这种空前的社会变革,给中国的发展进步带来巨大活力,也带来这样或那样的矛盾和问题。可以说,新世纪新阶段,我们所面临的发展机遇和挑战都是前所未有的。社区作为聚居在一定地域范围内的人们所组成的社会生活共同体,是社会的基本单位,是国家经济社会发展的基础平台,是构建社会主义和谐社会的前沿阵地。通过社区建设促进社区发展进而促进社会发展,是国际上的通行做法。在中国当前社会大变革时期,社区作为社会转型所引发的各种矛盾、问题的交汇之所,社区建设理受到了执政党和政府及社会方方面面的高度关注及重视。中共十六届六中全会通过的《中共中央关于构建社会主义和谐社会若干重大问题的决定》作出了"全面开展城市社区建设,积极推进农村社区建设,健全新型社区管理和服务体制,把社区建设成为管理有序、服务完善、文明祥和的社会生活共同体"的重大战略部署。正是基于社区建设对构建社会主义和谐社会的特殊作用的认识,我们特别组织了这个专题讨论,约请五位在中国社会学、社会工作等学术领域有一定造诣的知名学者或后起之秀撰文从不同视角对中国大变革时代的城乡社区及少数民族地区建设与社区发展问题进行全面、深入的探讨,视角比较新颖,所提出观点和思路富有启发性。

Chairman's words:Now China has entered a key stage of reform and opening up with great changes of economic system,social structure,benefit pattern,thoughts and ideas,which have brought about great progress and at the same time contradictions and problems.It may be said that we are confronted with new challenges and opportunities.Community is a basic unit in the society,a platform of national economy and social development and also the front part of constructing a harmonious society.Promoting development through community is a usual way in the world.Now in China society is changing greatly.Community is the focus of various contradictions and problems,so government at all levels attach importance to it.At the Sixth Plenary Session of the Sixteenth National Congress of the CPC,community construction is put in an important position.Out of this,we invite 5 scholars of sociology to write papers giving a whole and comprehensive exploration of urban and rural communities,regional construction of ethnic groups and so on,whose different views are new and revealing.
