The Changes and Future of Public Supply in Rural Areas of China

农村发展的重要因素之一是提高农村公共物品的供给水平。影响农村公共物品供给的关键因素是县乡财政体制。可以说,县乡财政体制的演变是农村公共物品供给制度变迁的内源性力量。通过考察新中国成立后县乡财政体制的演变可知,公共财政体制下的协商供给模式可能是今后农村公共物品的理想供给模式。

One of the important factors in rural development is that public supply should be improved. The key factor to affecting this supply is the system of county and township finance. It may be said that the evolution of county and township finance is the inner power of this supply. After the investigation of this supply since the founding of the People＇s Republic of China in 1949, the pattern of negotiated supply under the system of public finance may be an ideal pattern of public supply in rural areas.
