摘要
政府绩效评估方法可以分为主观评议和多指标综合评价两大类。政府绩效的主观评议单凭公众的主观经验、印象感知和感情,采取定性主观的方式对政府绩效水平进行把握,缺乏对政府绩效的真实水平精确而科学的核准。政府绩效的多指标综合评价仅运用纯粹、具体的指标和数据对政府绩效高低进行衡量,缺乏从价值取向和伦理维度对政府绩效的本质进行考量。服务型政府作为我国政府改革的基本目标,其绩效评估是一个伦理和价值问题,而非纯技术问题。服务型政府绩效评估应该从价值理性和工具理性相结合的角度,综合运用主观评议和多指标量化综合评价的方法,用这两类评估方法充分发挥各自的优势。
The performance evaluation methods can be divided into two categories of public comment and comprehensive indicators evaluation. With the public's subjective experience, perception and emotional impression, public comment taken the subjective way to judge the level of performance, but it lacks government the precise and scientific approval true level. Comprehensive evaluation method only uses specific indicators and data to measure government performance; it lacks essential considerations from values and ethical dimensions. Service - oriented government, a basic objective of our government reform, its performance evaluation is a question of ethics and values, rather than a purely technical issue. The Government should assess the performance from the value rationality and instrumental rationality to comprehensively use the two methods above and to give full play to their strengths.
