A Philosophical Interpretation of "People Orientation"

以人为本的科学内涵可以从四个方面来解读:第一,以什么"人"为本?以人为本必须体现人类向度,但要防止无视其他物类的人类中心主义;以人为本必须体现集体向度,但要防止用集体压制个人的集体专制主义;以人为本必须体现个体向度,但要防止个人至上的极端个人主义。第二,以人的"什么"为本?以人为本不是以个别人、少数人、个别阶级、阶层、政党或特权集团的利益为本,而是以"最广大人民的根本利益"为本。第三,"什么人"以人为本?从广义上讲,人人都是实施以人为本的主体;从狭义上讲,其主体是中国共产党。第四,以人为本的"本"是什么?以人为本的"本"不是指"本体",而是指"根本"。

The scientific connotation of people orientation can be interpreted from four aspects. First, which people are oriented at？ People orientation must embody the human dimension, but we must prevent the human centralism that ignores other species; people orientation must embody the collective dimension, but we must prevent the collective absolutism that impresses individuals; people orientation must embody the individual dimension, but we must prevent the extreme individualism that regards individuals as the supreme. Second, what is oriented at？ People orientation does not mean orientation at the benefits of certain persons, a few people, certain class, stratum, party or privilege group, but means orientation at the ＂basic benefits of the vast mass＂. Third, who is the subject of people orientation？ In the broad sense, everyone is the subject of people orientation; in the narrow sense, the subject is the Communist Party of China. Fourth, what is the object of people orientation？ The object is the basic benefit of the people.
