我国转变经济发展方式必须扩大内需,其重要根基又在于增加农民收入,要提高农民收入必须实行价值回归系统工程,理顺农产品价格形成机制。为诊治农产品价格扭曲这一痼疾,必须深化认识农产品价格低于其价值的原因与后果,探析农产品价值形成的特殊性,尤其要重新认识耕地的价值,在此基础上使其价格基本符合价值,自觉按价值规律办事。这是一个系统工程,是农业增效和农民增收的关键所在。

The transformation of the pattern of economic development of our country requires the enlargement of domestic demand, while an important foundation of the latter is the increase of farmers＇ income. For this reason, we must carry out a systematical project of value return and harmonize the agricultural product pricing mechanism. To solve this chronic problem, we must deeply recognize the causes and aftereffect of the problem that the prices of agricultural products are lower than their values, and analyze the particularities of the forming of agricultural product value. Especially, we must re - appraise the value of plowland, and based on this foundation, make its price meet its value and carry out our work according to the law of value. This is a systematical project and a key point for improving the efficiency of agriculture and increasing farmers＇ income.
