经济欠发达地区农村基于其现实条件,不可能很快实现工业化、城镇化,在相当长的一段时期内,还有相当数量的农民在农村生活,经济收入的提高也不会很快。从社会、文化、环境等方面改善农民的福利水平,在农村建立一种有价值的生活,是经济欠发达地区新农村建设的路径选择,具体包括:从文艺、文化活动入手,提高农民社会文化水平;组建农村老年协会,增强农村凝聚力;减少农民支出,增加农民福利;改善农村人居环境,建设生态家园。

The specific path includes the establishment of associations for the aged starting from the art and cultural activities, the reduction of farmers＇ expenses, the increase of their welfare, the improvement of their living environment, and the construction of ecological homes.
