人力资本城乡协调发展的多重矛盾与破解路径

The Multiple Inconsistencies and Approaches to Achievement Human Capital Harmonious Development both Urban and Rural Areas

我国人力资本城乡之间的巨大差距,影响了农业产业化经营和新农村建设,强化了二元经济结构,阻碍了社会主义和谐社会目标的实现。同时,人力资本城乡之间的协调发展却面临着多种因素的制约,破解这些制约因素成为当前农村改革的重要突破口。针对目前农村人力资本状况,归纳总结了促进人力资本城乡协调发展所面临的多重矛盾,并提出了相应的改革路径。

The great gap of human capital between urban and rural areas in China influences the agricultural industrialization and new countryside construction, enhances the dual economic structure and blocks the realization of harmonious society of socialism. Furthermore, there are multiple factors restricting the harmoni- ous development. How to break these factors is an important task to rural reformation. This paper summed up the multiple obstacles cxisted in rural human capital investment and put forward the corresponding reformed approaches to promote harmonious development of both urban and rural areas.
