泛长三角“3+2”框架下江西经济发展前瞻

Prospect of Jiangxi's Economy under the Framework of 3+2 in Pan Yangtze River Delta Area

首先分析泛长三角"3+2"发展模式为江西经济发展提供的契机,如江西的交通区位优势、政策扶持优势、各种可利用资源数量众多等对接长三角经济区的有利条件、路径选择。接着规划江西融入长三角经济圈三步走的战略进程。最后提出相关政策建议:(1)政府主导,积极融入长三角经济合作区;(2)加快经济体制改革与产业升级,发挥比较优势,强化与长三角的经济互补性;(3)加强交通基础设施建设,力助江西尽快融入长三角;(4)重点打造环鄱阳湖生态经济区与城市群,加快"后花园"建设,把江西建设成为长三角地区经济发展的"后方"与中部崛起的"前沿"。

The paper first illustrates the opportunities brought about by the 3 ＋ 2 framework in Pan Yangtze River Delta to Jiangxi Province which enjoys the advantages of transportation and location, policy support and abundant resources. It then explores the three strategic steps to be taken if the Jiangxi Province is to be involved in the economic circle on Pan Yangtze River Delta. Finally, it proposes several policy suggestions. First, the government should play a leading role to help the provincial economy become integrated into the economic cooperation zone of the Pan Yangtze River Delta. Second, it is necessary to quicken the reform of economic system and industry upgrading to give full play to its comparative advantages. Third, infrastructure ineluding transportation should be improved with the emphasis on the ecological and economic area on Poyang Lake and the city clusters.
