是固守资源依赖型发展路径,还是选择创新依靠型发展路径;是继续以市场换技术,还是坚持走中国特色自主创新道路,成为必须面对并且急于解答的问题。由此而引发的讨论并做出相关的对策选择:树立自信心、加大物质性投入、营造社会文化氛围、发挥政府主导作用、完善自主创新体系建设与知识产权法律制度、提高自主创新能力、促进国民经济又好又快发展。

Should China depend solely on resources or on innovations for its economic development？ Should it continue exchanging market for technology, or stick to innovation with Chinese Characteristics？ The paper holds that China should, with confidence, increase physical investment and create a pleasant social environment, and that the government should play a leading role in prefecting the independent innovation system, protecting intellectual rights and increasing the nation＇ s innovative capabilities so that the national economy will enjoy a healthy and steady development.
