台湾富丽农村建设政策分析及其对福建新农村建设的启示

台湾地区富丽农村建设取得了明显成效。本文对其政策规定及主要成效进行分析,着重探讨了台湾富丽农村建设政策所具有的兼顾效率与公平、体现以人为本的理念、注重文化价值的提升、发挥基层组织功效以及推动农地规模化经营等方面的特点。借鉴台湾经验,提出福建省新农村建设的若干策略选择,包括:先行先试,注重政策的连续性;以人为本,侧重"上下互动";永续经营,推动特色产业发展;支农惠农,提高农业经营效率;明晰产权,鼓励农地经营权流转等。
