困境与抉择:当前我国农村基层体育组织建设滞后的社会学研究——我国“强政府、弱社会”国情下农民社会体育组织发展遭遇的环境瓶颈分析

The Predicament and Choice of the Construction of the Rural Grass-roots Sports Organizations at Present

以文献资料法等方法对我国农村基层体育组织建设的现状及弊端、产生的原因、面临的机遇与挑战进行了分析与讨论。结论显示:农村体育在组织设计上存在着的先天不足直接导致了农村体育责任主体的模糊与缺失,在农村体育计划层次与组织执行层次之间形成了管理的真空和断层。现行的农村体育管理体制制约了农村体育事业的进一步发展,已不利于农村体育的纵深发展。解决农村体育困境的当务之急是完善农村体育组织系统的架构,特别是要大力加强以文化站和村委会为代表的农村基层体育组织建设,将体育行政组织的末端延伸到乡镇一级的文化站,从而促进我国农村体育实现跨越式的发展。

The current situation and drawbacks of the construction of the rural grass--roots sports organizations has been discussed in this article. The results showed that： the inborn defect of China＇s administrative structure has resulted in the deformity of the construction of the rural grass--roots sports organizations. The current system of sports management has became a factor that restricted the further development of rural sports. It is urgent for us to consummate the structure of the rural sports organization to solve the problems. Especially, we must strengthen the construction of the cultural station and the village committee as the basic unit sports organization in the countryside. We should also extend the sports administration organization＇s termi- nal to the villages and towns level, thus promotes the rural sports to realize the great--leap--forward develop ment.
