新型农村社会养老保险是政府为解决农民养老问题所进行的一次有益探索,是建设社会主义新农村和构建和谐社会的重大举措。在当地政府的重视与推动下,镇江市新型农村社会养老保险试点工作取得了较高的民众参与率,但在政策的理解与宣传、执行机构的定位等方面存在着不足,需要从政府角色定位、农村经济发展、执行机构完善和监督体系完善等方面去增强新型农村社会养老保险政策执行的有效性。

Thanks to the care and support of the local government, Zhenjiang＇s pilot work of the new type rural social endowment insurance has won the support of many people,but there is an insufficiency of publicity and understanding of the policy, the determination of the executing agencies. It is necessary to enhance the effectiveness of the new type rural social endowment insurance policy in terms of the government role, development of rural economy and improvement of executing agencies and supervision systems.
