从党的十一届三中全会到十七届三中全会,农村金融领域经历了曲折的改革进程,取得了丰富的改革成果。本文在综述农村金融改革历程的基础上,选取农村合作金融、农村民间金融和新型农村金融机构三个典型侧面,深入考察农村金融体系30年改革的经验教训。最后本文从边际增量改革、局部试验推广和微观主体制度创新的默许式激励等三个方面概括了30年农村金融改革的传统智慧,并结合十七届三中全会提出的"构建现代农村金融制度"探讨了未来农村金融的变革趋势。

Rural financial reform is an important part of rural economic system reform,and it is necessary to summarize the experiences and lessons of rural financial changes on the 30th anniversary of China reform. This paper explores the institutional changes of rural corporative finance,informal finance,and new rural financial institutions,and analyzes the future tendency of rural financial reform. In the conclusive part,the paper generalizes the traditional wisdom of China rural reform for 30 years:marginal gradualism,partial test-spread model and acquiescent encouragement of microeconomic entity innovation,and discuss the contents of 'Modern Rural Financial System'.
