增长、不平等与贫困:政府支出均衡激励路径 被引量:14

摘要 本文通过设计一个简单的理论模型,揭示了政府支出均衡激励收入增长、收入不平等以及贫困减少的关系。以中国农村社会经济现状为分析背景,利用GMM计量方法,在实证分析中国经验数据后发现:(1)中国政府支出虽然有效地激励了农村收入增长,但是,对较贫困农村地区收入增长的激励效果并不显著;(2)中国政府支出虽然带来了农村收入不平等,但却有效地抑制了较贫困农村地区的收入不平等;(3)支出的增长效应和不平等效应共同决定了中国农村地区的减贫效果,经济实力越强,收入越平等,减贫弹性就越大。文章在最后部分提出了简短的政策建议。
