The Chinese Communist Party has attached great importance to the development of the Communist Youth League. To implement ＂Three Represents＂ theory, the Party organization in colleges and universities must enhance their Party building which can boost their League building. In the article, the institutions, methods, steps and standards of checkout concerning the project ＂promoting League building by Party building＂ have be discussed and the system of ＂5432＂ mode be brought forward.
