科学发展观最早在哪里提出来的,目前理论界有两种不同的观点。经过考证,"发展观"一词是胡锦涛同志2003年4月15日在广东第一次提出来的。"科学发展观"一词是胡锦涛同志2003年8月28日至9月1日在江西考察工作时第一次提出来的。"科学发展观"一词内涵的准确表述,是2003年10月14日《中共中央关于完善社会主义市场经济体制若干问题的决定》文件中第一次完整地提出来的。

There are two points of view on where the Scientific Outlook on Development was first brought forward in theory horizon. Through my textual research, the word- ＂concept of development＂ was put forward for the first time by comrade Huang Jin Tao in Guang-dong on April 15th ,2003. ＂The Scientific Outlook on Development＂ was first brought forward by comrade Huang Jin Tao between Aug. 28th and Sep.lst in 2003 when he conducted an investigation in Jiangxi province. The correct formulation of ＂The Scientific Outlook on Development＂ was first and wholly put forward on Oct. 14th,2003 in the document of the Decision on Some Problems of Perfecting the Socialist Market Economy System by the CPC Central Committee
