摘要
作风问题既是一个重大的历史课题又是一个重大的现实课题。治理作风病的疗效之所以不理想,主要是干部体制改革这味药用得不够。干部体制与干部作风有着必然的联系,干部体制决定干部作风。干部作风要想有根本的好转,干部体制必须有一个根本的改革。小改革小转变,大改革大转变,根本改革才能有根本转变。干部体制改革的根本方向是落实一切权力属于人民的原则,加强群众对干部的制约力度,使群众对干部的升降任免有决定性的发言权。
The wok-style issue is of both historic and realistic significance. The reason why the efforts to improve the work-style failed to work is that the reform of the leadership mechanism still stays on the superficial level. The leadership mechanism is closely related to the work style of the leadership group, in a way, it is this mechanism that determines the work style of the leadership group. It is therefore a must to take a radical reform of the leadership mechanism so that the work style of the leadership group can be highly perfected. The essential principle and direction of the reform of the leadership mechanism is that efforts should be made to put into practice the principle that all power belongs to people, to strengthen the great mass ' supervision of the leadership group, to grant the great mass their chance and right to decide the raise and dismissal of the leaders.
