外贸依存度是否过高是近年来学术探讨的热点问题。富余劳动力就业和收入增长的压力、多年出口导向政策培育形成的出口竞争力要求保持外贸持续增长,在增量方向上进行战略性结构调整。基本思路是稳定外贸政策,促使加工贸易转向升级,大力挖掘内需和进口潜力,开拓新型市场,实行出口市场多元化,大力支持企业"走出去",加大服务业体制改革和开放等。

Whether the dependence on foreign trade is excessive is a hot issue of discussion in scholars in recent years. The pressure of surplus labor employment and income growth, and the export competitiveness which is based on the export-oriented policies for many years request maintaining sustained growth and strategic restructure in the direction of increment. The basic ways are to stabilize foreign policies and the processing trade, vigorously dig the potential of imports and domestic demand, support strongly the enterprises to ＂go outside＂, intensify the reform and opening up of services, increase the intensity of opening up in the middle and western regions, promote the foreign trade to develop balanceable in all directions, prevent the risks of foreign trade and to guarantee that our foreign trade will be operated safely.
