Zhang Rongkun （张荣坤） ranked 39th on the rich list in 2004 and I5th in 2005 - now he is serving a I9-year prison sentence for his involvement in the Shanghai social security fund scandal which also brought down the city＇s party chief, Chen Liangyu. Zhang owned two investment companies in Shanghai, relying on bribing government officials to the tune of an estimated RMB 29 million （USD 4.3 million）.
