The Relationship between Political and Economical Functions of the Government

政府职能问题是行政管理学重要的理论问题,也是当代中国行政体制改革的核心问题。从国家本质决定政府职能出发,探讨政府的政治职能和经济职能的关系问题,政治职能是政府的核心职能,经济职能是实现政治职能不可或缺的手段。当代中国政府职能转变过程中出现的"缺位、错位、不到位"等问题的根本原因是政治职能的缺失,利益协调是当代中国政府政治职能的集中体现,从科学发展观的角度对如何实现利益协调提出了建议。

Governmental functions are the important theoretical issues of administration management; it is also the key to the administration reform in modern China. The present paper then starts from the point that the essence of a state determines the governmental functions and explores the relationship between the political and economical functions of the government. It puts forward and argues for that political functions should be the core of the government roles and the economical functions the inevitable means to realize those political functions. The root of the problems of the Government lies in its loss of political functions, and the coordination among different interest groups is the focal representation of the political function of the Government. The author therefore proposes the ways to improve the coordination between interest groups.
