政治发展进程中的中国政治文化构建——兼论改革开放三十年中国政治文化

Chinese Political Culture in the Process of Political Development:The Political Culture since Reform and Opening-up

改革开放三十年来,"中国特色"日益成为当代中国的一个突出特征,中国政治文化及其变迁也表现出一些全新的特点,并将影响和塑造未来中国政治发展。在政治文化结构即体系文化、过程文化和政策文化等三重维度上,改革开放丰富和完善了中国政治文化的内涵尤其是政策文化的内容,在保持政治文化同质性的同时,也使一定程度的开放性和包容性成为明显的政治文化特征。经历了改革开放三十年的洗礼,中国政治文化的发展迫切需要日益融入更加积极的文化成分和观念要素,中国政治发展的现实也迫切需要一种与中国政治发展现状相容并能有效促进中国政治持续发展的政治文化。政治发展进程中政治文化的构建要求在已经成功构建的政策文化基础上,构建稳定而明确的体系文化以及均衡的过程文化。理性面对不同传统并从中寻求支持,是政治文化构建的重要选择。

‘Chinese characteristics’ has become a more and more striking feature of China since the reform and opening-up 30 years ago. The transition of Chinese political culture also demonstrates some totally new features that will greatly influence the China＇ s future political development. In terms of the structure and composition of political culture, i.e. system culture, process culture and policy culture, reform and opening-up enriches Chinese political culture, and endows it with outstanding openness and embracingness as well as keeps its homogeneity. After 30 years＇ reform and opening-up, it is in great need to assimilate more positive cultural elements and thoughts to build a political culture compatible with the political reality and sustainable for political development in China. A new Chinese political culture demands stable and definite system culture and symmetrical process culture besides the already founded policy culture. A rational attitude toward different traditions and seeking supports from them is a necessary choice for the building of a new political culture.
