摘要
我国的风险管理研究仍然有待于学术界、工程界以及政府部门的共同推动。在上海市轨道交通四号线发生重大工程事故之后,上海已把重大工程的风险管理提上议程。传统的地下工程风险管理体系中的成员主要为工程项目中的业主/代建制单位、勘察设计单位、施工安装单位和监理单位。随着目前保险公司和风险管理机构的介入,地下工程的风险管理体系应日趋完善。本文主要探讨了新型地下工程风险管理体系中各方的地位与作用,并对如何建立一套行之有效的风险管理体系提出作者的一些想法,供业内人士参考。
Risk management will be more widely adopted in China with strong pushes from the academia, the engineers as well as the government. After the huge accident involving Shanghai Metro Line No.4, all major projects now in Shanghai are required to implement risk management. With the active involvement of insurance companies and their risk management consultants, the existing risk management system has still room for improvement. This paper discusses the status and role of each participant in underground construction risk management system, and also presents proposals on how to build an effective risk management system.
