Congress and America's Diplomacy Strategy

作为代议制民主的突出体现，国会在美国政治生活中发挥着重大作用。时至今日，美国国会依旧是当今世界上各国议会中最具影响力的立法机构。其作用不仅显示在美国国内政策的制订上，而且还渗透于美国的对外政策中。

According to the American constitution, it is formed that ＂bipolar diplomacy＂ power structure in the process of Making American Foreign Policy. Congress＇ diplomatic powers are： legislative power; financial power; appointing power for senior foreign personnel and authorizing power for treaty and supervising power. In addition, Congress can affect on the making of foreign policy through some informal means as resolutions, influencing public opinion, and exercising congressional diplomacy. In the field of foreign policy, Congress have different impacts on three different kinds of policy as crisis policy, strategic policy and structure policy. After the cold war, American Congress have a very negative effect on the making of foreign policy toward China. It is an important task for us to intensify the study on American Congress.
