提出了把哈尔滨市建成国际旅游名城的战略构想，并对此发展目标的确立依据及实施措施进行了探讨。
he strategic target of developing Harbin to an international travel city is presented,and then,the bases for establishing the target and the measures for performing the aim are discussed.
