摘要
国有企业改革是我国经济体制改革的中心环节,建设一支高素质的经营管理者队伍,是深化国有企业改革的重要任务之一,而建立健全国有企业激励与约束机制是完成这一重要任务的重中之重。要按照市场经济原则,建立健全国有企业的激励与约束机制,真正做到责、权、利既相互对称、又相互制衡。通过这种机制的作用,造就一支高素质的经营管理者队伍,为国有企业的改革和发展做出贡献。本文通过对国有企业激励与约束机制问题的分析,从激励机制与约束机制两方面谈了改进的办法,为切实解决目前国有企业中存在的这种问题提供了思路。
State-owned enterprises reform is key in Chinese economic system reform, and it is one of important tasks to set a manager team of high quality, while perfecting incentive and restrictive mechanism of state-owned enterprises is very important. We should set and perfect incentive and restrictive mechanism of state-owned enterprise to make the esponsibility, the right and the benefit matched with each other to set a manager team of high quality for the reform and development of state-owned enterprises. The article analyzes incentive and restraint mechanism problems existing in state-owned enterprises and puts forward solutions which could be considered as a choice.
