论高校财务管理的创新

On the Innovation of Colleges and Universities’ Finance Administration

脱胎于计划经济时代的高校财务管理与社会主义市场经济的大背景不相适应,存在着许多问题,如财务管理机制比较落后、财务管理理念仍然陈旧、财务管理队伍有些冗杂等,所以需要进行大胆改革与创新。具体体现在理念、观念的创新,体制、机制的创新,评价体系的创新等方面。这样,经过改革与创新后的高校财务管理,才能为高校可持续发展作出重要贡献。

The finance administration that emerges from the womb of planned economy does not meet the needs of the socialist market economy. There exist many problems concerning the finance administration： the mechanics is behind the times; the idea is outmoded; the staff is miscellaneous, etc. Bold reforms and innovations are thus needed, among which are conception,, mechanism and evaluation innovations. Only after reforms and innovations are carried out can finance administration contribute more to colleges and universities＇ sustainable development.
