The Theory and the Policy System of Government Supporting the Development of Farmer’s Cooperative Economic Organizations

文章运用经典的马克思主义理论、公共产品理论和新制度经济学理论为政府支持新型农民专业合作经济组织的发展进行诠释,并从制度设计层面提出政府应构建包括舆论宣传与教育培训、财政税收、资金融通和社会化服务的多层次、全方位的制度保障体系支持农民合作经济组织的发展。

This article, applying the classical Marxism theory, the theory of public goods and the modern economic theory, explains why the government has supported the development of farmer＇ s cooperative economic organizations. From the view of the system designation, it suggests that the government shouht buiht a multi-level, comprehensive security system to support the development of farmer＇s cooperative economie organizations including publicity, education and training, financial revenue, financing and social services.
