关于武汉城市圈建设“两型社会”的几点思考

武汉城市圈作为全国资源节约型和环境友好型"两型社会"的建设,具有重大意义:是经济发展方式转变的本质要求;是发展中地区的必由之路;是湖北推进新型工业化发展的重大契机。其"两型社会"建设具有根本性、时代性、系统性、社会性、公共性的特点。其"两型社会"建设试验的主要特色有流域治理性、城乡统筹性、社会多元性。其"两型社会"建设能否成功的关键在于创新,即技术创新、制度创新、社会创新。其"两型社会"建设的发展思路在于:集约化发展;把武汉作为武汉城市圈"两型社会"的核心极做大做强;城市群经济是其建设的标本。

As the construction of the resource-conserving and environment-friendly society, ＇Wuhan city circle＇ is of great significance. It is an essential requirement of the transformation of the mode of economic development and the only way leading to the rise of central China.And it is also an important chance to promote the development of new-type industrialization in Hubei. The construction of ＇Two-oriented Society＇ features essentiality, the characteristic of times systematicness, sociality and publicness. The main characteristics of the construction of Two-oriented Society＇ include the area-wide management, the balance of urban and rural development and the diversity of society. The key to the success of the construction of ＇Two-oriented Society＇ is innovation, namely ,technical innovation, systematic innovation and social innovation. The development concept of the construction of ＇Two-oriented Society＇ lies in： intensive development.We must enlarge and strengthen Wuhan＇ s position as the core of the＇Two-oriented Society＇in＇Wuhan city circle＇.And the economy of urban agglomeration sets an example for this construction.
