摘要
国有企业改革的思路不同,措施就会各异,效果也千差万别。目前,在国有企业改革问题上,有主张经营者收购的,有主张国有企业彻底民营化的等等,这些思路虽然有一定的可取之处,但均非国企政革的核心要点。而从现行的国有企业经营者任用机制改革入手,打造一个竞争性强的国有企业经营者团队,从而实现国有资产的保值与增值,才是正确之路。
The way of thinking of the reform of state-owned enterprise is different, and the measure as well as the effect is also different. Presently, on the issue of reform of state owned enterprise, some argue for an executive procures, and some argue for a thorough privatization of state-owned enterprises and so on. Although these ways of thinking have saving grace, they are not the main points. We should start with the reform of existing executive appointment mechanism, and create a competitive executive team, to realize the maintenance of value and added value of state-owned property.
