论教育评估中介组织的专业独立与权威——对上海教育评估院机构改革的思考与研究 被引量:6

摘要 我国推行中介制度、上海成立中介性的评估院已有多年了,然而在2008年上海评估院某庆典会议上,学者的中心议题仍然是"评估院要成为名符其实的中介力量,关键还是要从政府既办教育、管教育又评教育的状况中脱离出来,①可见,中介的问题又回到了其发生的逻辑起点。政府机关精简机构、剥离部分职能,推介"中介"理论,但若以行政内部委托的方式,则评估组织并没有独立的法人地位,评估对象也没有区别于以往被动接受行政检查的新的评估需求,"中介"或"第三方"被异化,甚至还带有评估交易的机会主义危险。 It's been years since the indermediary institution was put into effect and Shanghai had evaluation agencies. But at one celebrating meeting of Shanghai Evaluation Institute in 2008,the main topic was still "A genuine evaluation institute should get out of the state where the government carries out education, controls education ' and evaluate education", which indicates that the intermediary problem has gone back to the original logical point. The government put forward the intermediary theory in order to streamline the structure and reduce some of its functions. But if this is done by way of internal administrative entrusting, then the evaluation organizations will not acquire an independent corporate position and the evaluation objects will not have new evaluation needs different from the former passive administrative inspection. "The intermediary" or "the third party" is deviated or even has the opportunist danger with evaluation trade. Still, we should not only hold the view of rational choice, but the analytical method focusing on history in the process of reform.
