对我国民营经济发展的战略思考——基于比较分析的视角

Strategic Reviews on the Development of China’s Private Economy from a Comparative Perspective

改革开放30年是民营企业孵育成长的30年。比较民营企业、国有企业与外资企业近10年发展状况,可以看出民营企业数量剧增,就业比例快速提升,总体绩效居前,但户均规模与国有企业的差距明显扩大。坚持以市场为基础的资源配置方式的改革方向,防止国有企业利用非市场优势过度扩张,扭转对民营经济的种种偏见,确认民营企业应有的市场主体地位,是促进民营企业发展、提高我国经济总体绩效的必要条件。

Since the reform and opening up to the world 30 years ago, private enterprises have gained a rapid development in china. Compared with state-owned enterprises ＆ foreign funded enterprises, the amount of private enterprises and their percentage of employment have increased strikingly. However, though their efficiency is among the top, their average scale is low. Therefore, it is suggested that the promotion of the development of private enterprises and the improvement of the overal achievement of our national economy should count on adherence to the reform of resource allocation based on the market, prevention of excessive extension of state-owned enterprises with non-market advantages, abandonment of the bias towards the private economy and guarantee of its dominant position in the market.
