A New Way to Improve Rural Land Contracted Management Rights——An Interpretation of "Decision of the Central Committee of the Communist Party of China on Some Issues concerning the Improvement of Rural reform and Development" Adopted by the Third Plenary

农村土地家庭承包制曾对农村经济发展起到了保障作用,但该制度已与经济全球化和市场经济的快速发展不相适应。新一轮土地改革应根据《决定》精神和原则,立足于本国国情,在坚持农村土地集体所有和农村社会保障体制的基础上,完善农村土地承包经营权流转市场化机制。

The rural household land contract system played an active role in the rural economic development. However, the system is incompatible with the economic globalization and the rapid development of market economy. A new round of land reform should be based on the spirit and principles of ＂Decision＂ , national conditions, the collective ownership of rural land and rural social security system, and improve the market-oriented mechanism of the rural land contracted management right transfer.
