摘要
煤矿瓦斯开发利用对于增加清洁能源供应、改善煤矿安全生产、实现温室气体减排,具有经济效益、社会效益和环境效益。评估其综合效益对于深入理解煤矿瓦斯开发利用的外在成本和溢出效应、制定适宜的激励政策体系具有十分重要的理论和现实意义。本文根据煤矿瓦斯的经济、社会和环境外部性,建立了煤矿瓦斯综合效益的评估模型,并评估了目前煤矿瓦斯开发利用的综合效益。
CMM development and utilization can increase clean energy supply, improve coal mine safety production, and reduce greenhouse gas emission with economic, social and environmental benefits. A comprehensive benefit assessment for understanding the external costs and spillover effects of CMM development and utilization, and developing appropriate incentives policies are of great theoretical and practical significance. In this paper, based on the economic, social and environmental effects of CMM, a evaluation model is established to assess the comprehensive benefits of CMM development and utilization nowadays in China.
