Nowadays, the mainly contradiction existing in China railway is still contradiction between transportation demand and supply. Railways capacity can not suit the whole request that constructing new target of whole wealth society. Guiding with the concept of scientific development, this paper deeply analyzes the prominent problem of Shanghai bureau during its development, around building developed railway net, realizing technique equipment modernization , changing economic growing way and creating first-class operation achievement these four fighting target, discussing how to strengthen deeply study and fulfill the concept of scientific development immediately, pushes over Shanghai railway bureau development firstly.
