农村职业教育发展的制度性障碍分析

Analysis on Institutional Barriers for the Development of Rural Vocational Education

我国农村职业教育正遭遇前所未有的困难,其发展的主要障碍是制度障碍。城乡"二元"结构、户籍制度和农村职业教育体制等从供给和需求两方面严重限制了农村职业教育发展,传统思想对职业教育的偏见更是制约农村职业教育发展的重要因素。因此,发展农村职业教育迫切需要制度创新,即废除户籍制度,实行市场化办学,完善职业教育立法,改革农村职业教育投资体制与管理体制等。

Rural vocational education in China is encountering unprecedented difficulties, and the main obstacle is system obstacle. Dual urban-rural structure, household registration system and rural vocational education system seriously restrict the development of vocational education in rural areas in both part of supply and demand. Furthermore, the traditional prejudice to vocational education is also an important factor constrain the development of rural vocational education. Therefore, the development of rural vocational education demands system innovation urgently, which means abolition of the household registration system, running school according to market, optimizing legislation of vocational education and reforming investment and management system for rural vocational education.
