在灾后恢复重建中,应充分发挥政策性金融所特有的强而有力的支持保障性功能和主动性作用。为此,要科学认识政策性金融质的规定性,明确政策性金融与商业性金融、政府财政、金融政策、开发性金融等相关概念的理论界分,充分发挥政策性银行制度载体在灾后重建中的先导性、主动性、主导性、主体性的积极作用,尽快制定和颁行政策性金融支持灾后重建法律法规,不断开发和提供适合灾区恢复生产生活、重建家园的政策性金融保险创新产品。

In the post-disaster reconstruction, policy finance should play an important role for its powerful support and guarantee functions. So we should recognize the essentials of policy finance and distinguish the difference among policy finance, commercial banking, government finance, development financing and other related concepts. Moreover, policy finance system should operate as a pilot actively in the reconstruction, and laws and regulations about reconstruction should be constituted and issued and suitable policy financial products should be provided innovatively to rebuild homes in disaster area.
