摘要
城市总体规划编制用时问题已经严重影响到其严肃性与科学性。本文从公共政策制定的视角入手,解构了总体规划的工作阶段,揭示了总体规划编制整体用时过长、阶段用时失衡的现象,并从编制内容和编制组织两方面探讨优化总体规划编制用时的对策。
The long duration of compiling urban master plan has affected the seriousness and scientificness of the plan. This paper from the perspective of public policies analyzes the work stages of master planning. It reveals that the making of master plan takes too long time and the time for each stage is imbalanced. At last, it discusses the measures to optimize the master plan compilation from the aspects of contents and institution.
