Discussion about the Compulsion and Humanity of Executive Competence of Public Security Organs from a Serial Surprise Attack on Police

在我国全面推进依法治国、加强人权保障的时代背景下,公安机关大力推行人性化执法,有利于人民群众的权益得到切实保障。但是与此同时,公安民警的执法权益却日益遭受不法侵犯,公安机关的执法权威受到威胁。针对这一问题,公安机关应当树立执法强制性与人性化相均衡的理念,正确处理好公安执法与保障人权之间的关系。

Under the historical background of managing state affairs according to law and guaranteeing human rights, it is beneficial to safeguarding lawful rights and interests for the people that public security organs enforce the law with humanity. However, the legal rights of police are always suffered unlawful infringement during the process of law enforcement. In view of existing situation, public security organs should establish the harmonious concept of compulsion and humanity of executive competence in order to correctly handle the relations between enforcing the law and guaranteeing human rights.
