Problems and Strategy Research on the Construction of Country Social Security System in New Period

在阐述加强农村社会保障体系建设必要性的基础上,重点分析了新时期农村社会保障体系建设中存在的问题,认为主要有水平低、覆盖面窄、资金不足、基金管理缺乏法律保障等方面。解决问题的对策是建立资金筹集机制、扩大覆盖面、加强基金管理、加快立法步伐。

On the basis of clarifying the necessity of strengthening the construction of the country social security system, it is analyzed that the existing problems in the construction of country social security system in new period are low level with little cover and shortage of funds and law guaranteen in fund management. The strategies of solving problems are building funds collecing system, enlarging cover, strengthening fund management and accelerating the legal law.
