农村政策性金融是农村金融体系的一个重要组成部分,也是推进农村地区尽快实现由传统农业向现代农业转变、进而促进农业又好又快发展的一条重要捷径和制度安排。通过对河南农村政策性金融的实证分析,发现农村政策性金融与农业经济增长之间呈显著的正相关关系。因此必须从战略高度科学认识农村政策性金融的制度功能及其在现代农业建设中的重要作用,重构农村政策性金融服务体系,建立健全以农村政策性金融为主导的农村财政金融协调发展及合力支农保障机制。

Rural policy - oriented finance is an important component of the the rural financial system, It is also an important short - cut and institutional arrangements which promote rural areas to change from traditional agriculture to modern agriculture as soon as possible and further to promote the development of agriculture fast and good. Through an empirical analysis of the Impacts of agricultural policy - oriented finance on agricultural economy, this article come to that there was a significant positive correlation between the growth of rural economy and agricultural policy - oriented finance. We must have a scientific understanding of institutional functions of rural policy - oriented finance and its important role in the construction of modern agriculture from strategic altitude, we should reconstruct the service system of rural policy - oriented finance and establish and improve the rural finanee＇s coordinated development and the mechanism of joint effort to protect agriculture with the leading of rural policy - oriented finance.
