林业项目BOT融资模式中政府的职能设计

BOT模式是当前国际上广泛采用的一种主要用于公共设施建设的项目融资方式,它对缓解政府财政压力,构建合理的融资体系具有积极意义。文章结合BOT融资特点和林业项目周期长、资金需求量大的特征,讨论了林业项目运用BOT融资模式的可行性,试图通过引进BOT系列融资模式,并作适当调整和改进,以便有效利用外资和民间资本来解决林业项目资金供求矛盾。在林业项目BOT融资过程中应发挥政府的作用,加强对BOT项目的管理和支持。

As an international adopted model to attract investment in basic public facilities. BOT model helps ease the financial burden on the government and build a justifiable financing system. According the features of the BOT project financing and the characteristics of forestry project, the paper discusses the BOT financing is an available solution to the financing of forestry. It attempts to adjust improvement and thus dissolve the contradiction of finance demand using the foreign capital and private capital to supply by introducing BOT financing modal, and puts forward that the government should play an important role during the BOT financing of forestry project, strengthening the governmentg management and supporting to BOT projects.
