两岸金融合作交流先行专题研究

Pioneering Steps in Financial Exchange and Cooperation on both sides of the Taiwan Straits

由于福建具有闽台金融交往的"五缘"优势,又是大陆台商投资的重点地区,在两岸金融交流与合作中福建具有先试先行的优势。可以考虑在加强闽台金融界人员的往来,建立两岸金融政策协调机制;鼓励台资来福建省设立各类金融机构,并争取台湾地区批准福建省金融机构赴台设立机构;扩大直接通汇的范围,增设直接通汇的项目;合理确定人民币与新台币的汇价,公开挂牌收兑新台币;进一步对台商投资企业提供融资便利;尝试开办对台离岸金融业务等方面先试先行。通过两岸金融合作领域的拓宽,逐步实现两岸金融服务业的对接,为两岸经济往来和融合提供更为便捷的服务。

Fujian is recognized to have 'five advantages' in financial exchange with Taiwan,which is one of the areas that Taiwan investment has largely concentrated.Therefore,pioneering steps can be taken in the following aspects in order to bridge the financial systems of both sides: setting up coordinating mechanism for finacial policy making;allowing each to open different fiancial institutions on the other side;extending the range and items for direct remittance;opening the service for currency connversion based on price list;providing further financing for Taiwan investors,etc.
